Recently, the Sheffield Trading Standards Enforcement Team in the UK successfully seized more than 27,000 illegal e-cigarettes in a raid. The batch of products was stored in a warehouse in the west of the city. The scale was shocking. The city’s trading standards team has seized a total of 11,941 illegal e-cigarettes from local shops and taken legal action against three businesses that sold such products to minors. Two of the businesses were fined £880 each and one individual operator was fined £440. ​

Commissioner Joe Orton, head of the trading standards enforcement team, pointed out that illegal sales to teenagers must not be tolerated. He emphasized: “Designing and promoting these products to attract children and teenagers is completely unacceptable, and many of the seized e-cigarettes contain illegal high concentrations of nicotine.” ​

Greg Fell, director of public health, also warned that although e-cigarettes can be used as a smoking cessation aid for adult smokers, if non-smokers start using them, especially minors, they will face the dual risks of addiction and health hazards. He called on all retailers to strictly abide by regulations and not sell any nicotine-containing products to minors.​

During the operation, the Sheffield Trading Standards Team strictly controlled the capacity, nicotine concentration and health warning labels of e-cigarettes in accordance with the EU Tobacco Products Directive (TPD), requiring that the e-liquid capacity of each product on the market should not exceed 2 ml, the nicotine concentration should not exceed 20 mg per ml, and the packaging should indicate the manufacturer information and warning labels before it can be legally sold. ​

At the same time, law enforcement efforts in other parts of England are also continuing to increase. Not only in Sheffield, the Royal Borough of Greenwich in London also enforced the law against a shop on Eltham High Street. The shop was found to have violated the rules by selling products that were not registered with the MHRA and used unauthorized brand trademarks and cartoon fruit images on the packaging. It was eventually fined a total of £17,258 to serve as a warning to others. ​

In addition, public data also shows that between 2022 and 2024, a total of 3,766 businesses were found to sell e-cigarettes to minors in law enforcement test purchase cases across England, reflecting that some operators lack legal knowledge or have a fluke mentality, and urgently need to further strengthen training and law enforcement deterrence. ​
