In early 2025, Russian State Duma Chairman Vyacheslav Volodin launched a poll on his Telegram channel on whether to completely ban the sale of e-cigarettes. As of January 18, more than 45,000 people participated in the vote, of which 88% of voters supported the ban. This result reflects the strong call for e-cigarette regulation in Russian society.

As early as 2023, Russia had passed a law prohibiting the sale of e-cigarettes and related e-liquids to minors. However, an analysis of the implementation of the law showed that these measures are still not enough to effectively protect children. Therefore, Chairman Volodin proposed a comprehensive ban on the sale of e-cigarettes, aiming to further strengthen the protection of young people.

At the same time, a group of deputies from the Communist Party of the Russian Federation also proposed a proposal to ban the wholesale and retail of e-cigarettes and their e-liquids, which was submitted to the State Duma for deliberation on December 26, 2023. Deputies pointed out that these consumer devices containing nicotine and nicotine-free e-liquids pose health risks, and the current regulation of these products is not enough.

Against this backdrop, the Russian government has stepped up regulation of the e-cigarette market. On June 13, 2023, Russian President Vladimir Putin signed and passed Federal Law No. 203-FZ, which stipulates that from March 1, 2024, e-cigarette manufacturers must obtain a state license to legally produce and sell products. In addition, Russia also plans to ban the sale of nicotine-containing products below the minimum price from September 1, 2025 to reduce the smoking rate among teenagers.

Globally, the e-cigarette industry is facing increasingly stringent regulation. However, some brands are committed to providing safer and more environmentally friendly products through innovation and compliance. The GUUTUU e-cigarette brand is one of them. GUUTUU focuses on the research and development of reusable e-cigarette devices to reduce the generation of electronic waste and is in line with the concept of environmental protection. In addition, GUUTUU focuses on controlling nicotine content in product design and provides a variety of flavor options to meet the needs of different users while avoiding excessive attraction to teenagers.

Studies have shown that e-cigarettes are effective in helping smokers quit smoking. The UK Department of Public Health has pointed out that e-cigarettes are 95% less harmful than traditional cigarettes and are more effective than traditional nicotine replacement therapy in quitting smoking. GUUTUU’s product design and concept are consistent with this research result, providing smokers with a safer alternative.

However, the Russian government’s further restrictions on e-cigarettes have also caused some controversy. Some experts believe that excessive restrictions on e-cigarettes may hinder smokers from turning to safer alternatives and may even cause them to smoke again. Therefore, policymakers need to find a balance between protecting teenagers and promoting public health.

In general, Russia’s new anti-smoking policy reflects its emphasis on public health, especially the protection of children. In the process, e-cigarette brands like GUUTUU have demonstrated their positive role in public health and environmental protection by providing reusable products with controllable nicotine content. In the future, the e-cigarette industry needs to continue to innovate, meet user needs, comply with regulations, and promote the overall health of society.
